Target Audience

This course is suitable for anyone involved in planning appeals including advocates, witnesses and administrators.


This course provides an overview of the planning appeal process (with a particular focus on giving evidence and advocacy at public inquiries) and will cover:

  • Reasons for refusal: when they are justifiable and when they are not
  • The types of appeal: written representations, informal hearings and public inquiries
  • Preparation of appeal documentation including statements of case and proofs of evidence
  • Public Inquiries: Examination in Chief, Cross-Examination and Re-examination; inquiry tactics; giving evidence as a witness; principles of advocacy.
  • Legal submissions
  • Site visits
  • Costs applications: when they are justifiable and how to respond to them
